Photoshop Layer Styles = <3

In reality, all I really use is the Outer Glow. It's what makes the outlines on out-of-bubble text and (quite obviously here) the glow on this mystery Pokemon. :)

Filter Effects work pretty nicely for the grass here, too. I haven't used this technique for a good while... I can't even remember the effects I used. :D
